About us
The HPDF was established in 1993 as a sequel of the Change Agent programme in 1993.
This involved an action research and training programme, which research on the poor communities and support them to find means to overcome their poverty situation. It is identified as a ‘self-reliance and participatory’ method since it gather the communities stricken by poverty to find means to overcome that by themselves. Dr. Wimal Dissanayake successfully adapted this method and create this enormours institution. HPDF completes 30 years of service and has supported more than 20’000 women from poverty stricken families..
Our Identity
The resources and strengths of the community have been adapted to the beginning of the development process and later expanded and strengthened into the External Services and Resource. Therefore, the poor community has been included in the national development stream. Therefore, we have a huge partnership in national development.

Dr.Nozaki is a former director of ARI Institute in Japan, and is also a former UNDP Asian regional director. He has visited our community members and our institute several times since 2000. This is one of the log notes he left there.
Sven Bjorke is a Professor of Sociology at Agdar University, Norway. Our institute and our organization have been selected for many years continuously for the field study of his postgraduate students. He spends three days as a resident in our field and basically gives the opportunity to share community’s experiences freely with the students. The progress they made in joining the institution and the organization and the change in attitude are discussed.This is one of his log entries.

Our Team
Except for the executive director and project director of our organization, all the other positions have been held by women who were members of a small group. They are the best examples of how to build a responsible person as a marginalized woman in the society through social mobilization.

Our ongoing Project
Food security through meaningful involvement of women: Habaraduwa Village Farmer’s project
The project aims to strengthen social cohesion and community resilience through common action on improving food security via meaningful participation of women across all ethnic communities in the Galle district by; 1) securing seed rights of the community through the active participation of rural women farmers, 2) strengthening local economy through diversified organic farming, and 3) empowering women farmers to become community leaders. Through this approach, HPDF aims to bring women from all communities together and create a shared platform for engagement with local government. Food security can be a key challenge in terms of social cohesion cum economic development. This project seeks to address this issue at the grassroot level. Project funds by Global Affairs Canada through Asia foundation. This project overseeing by project director Mr. S G Charith Subasinghe with 5 field officers and one coordinator and the geographic area is 5 divisional secretariats in galle district. 300 direct beneficiaries and indirectly approx. 1900 members.
